On the Feast of the Apostles Peter and Paul, at the Archangel Michael Church in Odessa, Ukraine, by the decision of the Council of Bishops of the ROCA, Metropolitan Agafangel, Archbishop George, and Bishop Alexey performed the Rite of Confession and the Episcopal Oath during the hours, and during the Divine Liturgy, the ordination of Hieromonk Pavel (Graul) as Bishop of Borrego Springs, Vicar of the First Hierarch of ROCA, Metropolitan of New York and Eastern America Agafangel, was performed.

After the Liturgy, Metropolitan Agafangel presented the newly appointed bishop with the episcopal staff.
